Thank you for your email of 23 September 2024 in which you request the following under the
Official Information Act 1982 (OIA):
According to whistleblowers, MFAT personnel were involved in a conspiracy by Noa Furman
of the Israeli Ministry of Foreign Affairs and her subordinates including Neha Sheth of the
US State Department and Anna Krahotin of Global Affairs Canada during the November
2013 sessions that led to the preparation of resolution A/RES/68/276. Language was
systematically weakened around the need to protect human rights and observe international
humanitarian law and protect refugees.
I am requesting-
a) All communications between July 2013 and July 2014 between Alana Messent and her
main handler, Noa Furman ([email address]) or any other mfa.gov.il email
address, and Furman's other proxies: [email address], [email address],
[email address], [email address],
[email address].
b) All official notes and reports made by Messent in regards the meetings that led to the
production of resolution A/RES/68/276.
On 21 October 2024, the timeframes for responding to your request were extended by an
additional 5 working days because responding to your request necessitated the review of a large
quantity of information, (section 15A(1)(a) of the OIA refers).
Part A of your request is refused under section 6(a) of the OIA, to avoid prejudicing the security or
defence of New Zealand or the international relations of the New Zealand Government, and section
6(b)(i) to protect the passing of information from another government on a confidential basis.
Part B of your request is refused under section 18(e) of the OIA, as the information does not exist.
