1982 (the Act):
Please provide data on the wait times experienced in EDs for the last 2 years, on a monthly
or quarterly basis as available.
If possible, I'd appreciate a breakdown by former DHB, but the key information I am after is:
Nationally, the number of people waiting under 4 hours; 4-8 hours; 8-12 hour; or 12+hours
for admission or discharge.
I recognise that reporting against the 6 hour target is available, but this does not give me
the granularity I am after.
Response
If possible, I'd appreciate a breakdown by former DHB, but the key information I am after is:
Nationally, the number of people waiting under 4 hours; 4-8 hours; 8-12 hour; or 12+hours
for admission or discharge.
On 3 October 2024, we advised you that our system is unable to provide the breakdown of ED wait
times you have requested and we sought to refine your request. To date, we have not received a
response to this request.
As such, Health NZ is refusing the second part of your request under section 18(e) of the Act, for a
breakdown of under 4 hours, 4-8 hours, 8-12 hour or 12+hours, as the information does not exist.
However, in response, we have provided ED lengths of stay from June 2022 to June 2024,
broken down by former District Health Board and by <1 hour, 1-<3 hours, 3-<6 hours, 6-<9 hours,
9-<12 hours, and 12+hours.
Please note the following data caveats:
• This data is provisional and has not undergone full quality assurance. The data is for
operational purposes and has not undergone the validation process that we use for
published data.
• Data source is National Non-Admitted Patient Collection (NNPAC)
• Data is provided until June 2024, which is the latest data that has been verified by local
areas.
Please provide data on the wait times experienced in EDs for the last 2 years, on a monthly

This data shows the average time from patient presentation at the emergency department to being
seen by a treating clinician. This is different to the length of stay data shown in the second table
below.

The time someone waits in ED, both before and after seeing a doctor can be complex. People are
assessed on arrival and prioritised based on their level of clinical need and acuity, not by order of
presentation.
EDs work hard to assess, treat, and discharge or admit patients within a reasonable timeframe.
High demand, however, can mean people triaged as less urgent may wait longer to see a doctor.
Al decisions are made on a case-by-case basis by experienced clinical staff, with patient safety as
the key focus. Anyone needing emergency-level care receives it, and people receive treatment –
such as pain relief and X-ray – while waiting to see a doctor, and ongoing support afterward.
If possible, I'd appreciate a breakdown by former DHB, but the key information I am after is:

for admission or discharge.
As noted previously, we are unable to provide the break down as requested. In response,
we have provided ED lengths of stay June 2022 to June 2024 broken down by <1 hour, 1-<3
hours, 3-<6 hours, 6-<9 hours, 9-<12 hours, and 12+hours and former District Health Board.
