Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) which was
transferred from WorkSafe to the Ministry of Health – Manatū Hauora (the Ministry) on 7
February 2025. You requested:
“I refer to your advice of 1st Dec 2021 "Our enforcement approach during the COVID-19
pandemic. Our inspectors are authorised enforcement officers under the COVID-19 Public
Health Response Act 2020 (COVID-19 legislation) and its Orders. Their role is to enforce
COVID-19 legislation requirements for work and workplaces.
Would you kindly share the gazetting of these officers authorized to enforce covid
orders?"”
The Ministry has responded to your information requests on the same topic previously
(H2024040530, H2024039112, H2024038079 and H2024035624 refers). As we stated in the
response H2024040530, there was no requirement for such authorisations to be published,
hence there was no publication or notification of these authorisations. As such your request is
refused under section 18(e) of the Act in that no gazette notice exists, as was never any
requirement to gazette appointments.
Copies of the appointments (including the Worksafe staff appointments) are available on the
Ministry’s website here: www.health.govt.nz/strategies-initiatives/programmes-and-
initiatives/covid-19/legislation-and-orders/revoked-covid-19-regulations-and-
orders#mig#revocation.
Please note repeated requests for the same information may be refused under section 18(h) of
the Act for being frivolous or vexatious.
If you wish to discuss any aspect of your request with us, including this decision, please feel
free to contact the OIA Services Team on: [email address].
Under section 28(3) of the Act, you have the right to ask the Ombudsman to review any
decisions made under this request. The Ombudsman may be contacted by email at:
[email address] or by calling 0800 802 602.

Please note that this response, with your personal details removed, may be published on the
Manatū Hauora website at: www.health.govt.nz/about-ministry/information-releases/responses-
