I refer to your request for information dated 19 September 2024 to Wellington City Council, the
following part of your request was transferred to Greater Wellington Regional Council (Greater
Wellington) on 27 September 2024 for response under section 12 of the Local Government
Official Information and Meetings Act 1987 (the Act):
“2. Any figures you hold measuring the number of buses and/or bus users travelling past the
Basin Reserve each day (or other time period if that is not possible).
I am interested in any figures you hold from 1 November 2022 to 19 September 2024.”
Greater Wellington’s response follows:
Extracting 98 weeks of data would involve a highly manual process taking 30 minutes or more
for each week of data held – with a minimum of 49 hours of collation to extract the requested
data. Preparing a response for the timeframe requested would be an administrative burden for
Greater Wellington and remove staff from core duties for a substantial period of time and impair
efficient administration.
An extension of time to provide the requested data would not have mitigated the significant
administrative impact on Greater Wellington’s operations. We have also formed that view that
charging for the supply of the information would not mitigate the significant administrative
impacts that fulfilling your request would entail.
Greater Wellington also considered consulting with you about the data requested but
determined this would not alter how we could respond. This is primarily because bus schedules
are relatively static for about 40 weeks a year (outside of school and Christmas holidays),
meaning a response would be limited to providing a representative week of data.

Therefore, your request is refused under section 17(f) of the Act, that the information requested
cannot be made available without substantial collation or research.
Greater Wellington is however providing you one week of data for buses that travelled in a
corridor along Kent Terrace to Dufferin Street by the Basin Reserve in the week of 1 to 7
September 2024, which is considered a typical week. There were 1,286 recorded bus trips.
Please find
attachment 1 providing further detail including date, day of the week, time, service,
route, and number of passengers on board. The appendix at the end of this response letter
shows the described corridor/what is being measured.
I trust you find the information helpful. If you have a specific week where you are seeking similar
data, I encourage you to make a further request for information.
