Dear Rob,
I refer to your request for official information dated 6 September 2024 for:
1. business case for implementing a project management system including any
cost benefit analysis. If no business case exists the rationale for not
developing a business case.
2. list of all parties who responded to the RFP
3. RFP submissions (excluding pricing information) for the 3 parties assessed to
best meet the needs of the District Council
In response to Part 1 of your request:
In May 2024 the TCDC Leadership team approved a new Project Management
methodology where it was noted that in order to support the updated methodology
a new or updated PM tool was required. A formal decision was then made to
investigate other PM tool options, the decison paper is attached for your reference.
Also attached is the procurement plan, which clearly sets out the process for this
open tender.
Please note that some information has been redacted, this includes personal and
commercially sensitive information. Council relies on the following Local
Government Official Information and Meetings Act (LGOIMA) withholding grounds;
• Sections 7(2)(a), to protect the privacy of people, and
• 7(2)(i), not to prejudice or disadvantage commercial negotiations.
In response to Part 2 and 3 of your request:
Once negotiations are concluded and during the 30 days after the contract has been
signed, clasues 6.11 a & b of the RFP terms come into effect. This states that the
name of the successful tenderer will be made available as well as the names of the
unsuccessful respondents.
Until that time a decision to withhold the information has been made, relying on
Section 7(2)(i) of the LGOIMA, not to prejudice or disadvantage commercial
negotiations.
In making the decision to withhold the information under section 7 I do not consider
there to be a countervailing interest warranting its release.
