Thank you for your request of 4 September 2024, asking Health New Zealand | Te Whatu Ora for
the following under the Official Information Act 1982 (the Act):
I refer you to a recent response to information on a Pilot vaccination program in workplaces
here (HNZ00049846 on FYI).
1. Which companies made expressions of interest.
2. Which companies were accepted.
3. Please share the "sign up" form or any other agreement/ contract with Te Whatu Ora or the
MoH that companies signed in order to participate in this particular pilot program.
4. Please share any financial incentives
5. Please share any agreed dosage dispatch agreements and dispatch schedule and batch
expiry dates.
Response
For ease of reference, I have responded to each of your questions in turn:

The pilot programme in question was managed by the Ministry of Health (the Ministry), prior
to the establishment of Health NZ. While Health NZ now ‘owns’ your request on the basis that
this subject area is now more closely connected to our functions, because the pilot was
overseen by the Ministry at that time (back in 2021), we still do not hold any information
within scope.
However, to provide you with reasonable assistance, we have consulted our Ministry
colleagues, who offered to undertake an IT search of their systems to locate anything that
may be in scope. Their search using keyword(s) including but not limited to “COVID-19
vaccination workplace programme” and “COVID-19 workplace vaccination” previously
identified over 7,500 results.
Filtering through this number of results would require Health NZ to divert personnel from their
core duties and allocate extra time to review all this material. This diversion of these
resources would impair their ability to carry out other core functions. For this reason, Health
NZ is refusing this information under section 18(f) of the Act, as it involves substantial
collation and research.
We have considered whether fixing a charge for the supply of the information or extending
the timeframe for response would enable us to respond, but we do not consider that either
option would remove the impact that supplying the information would have on Health NZ’s
other operations.

Companies accepted for the workplace vaccination pilot programme were Fonterra, Mainfreight,
The Warehouse, and Fisher & Paykel Healthcare. Attached as
