Official Information Act request relating to Public safety from cell towers 
 
Thank you for your request made under the Official Information Act 1982 (the Act), received 
on 26 August 2024. You requested: 
 
“Please supply records of the independent research carried out by NZ government with 
the purpose of establishing the integrity of the ICNIRP standard adopted by NZ government 
and used to protect public safety from cell towers in New Zealand.” 
 
The Department of the Prime Minister and Cabinet does not hold information relating to your 
request. I believe such information is held by the Prime Minister, Rt Hon Christopher Luxon. 
Accordingly, I have decided to transfer your request to the Prime Minister, Rt Hon 
Christopher Luxon under section 14(b)(i) of the Act. 
 
It is already outside of the ten working day time limit for transferring a request, for which I 
apologise. We had considered we may hold relevant information; however, following 
consultation we have determined this request is best considered by the Prime Minister’s 
Chief Science Advisor as originally addressed. In the circumstances, I have extended the 
time-limit available to make this transfer under section 15(A) of the Act. This extension was 
required because of the consultation needed to make a decision on your request. I apologise 
for the delay in transferring your request.  
 
The  Prime  Minister  has  the  usual  timeframes  under  the  Act  from  receipt  of  this  transfer  to 
make  a  decision  on  your  request.  After  consultation  with  the  Prime  Minister’s  office  on  this 
transfer, we anticipate you will receive a fulsome response to your request much sooner than 
the legislated 20 working days. 
 
You  have  the  right  to  ask  the  Ombudsman  to  investigate  and  review  my  decision  under 
section 28(3) of the Act.
