Thank you for your request dated 31 July 2024 to Oranga Tamariki—Ministry for Children
(Oranga Tamariki), for copies of a Microsoft Teams chat. Your request has been
considered under the Official Information Act 1982 (the Act).
You have requested:
Please provide copies of the ‘Advisors’ teams chat (Advisor chat that is part of
Ministerial Support) from January 2024 to 31 July 2024.
Unless necessary, do not redact staff names. If necessary to redact names, replace
with initials.
Where staff are the subject of messages, do not redact their names. If necessary
to redact names, replace with initials.
Oranga Tamariki are unable to answer your request as set out above. I am advised that
the Microsoft Teams functionality does not provide the ability to export specific chat
groups. The functionality only provides the ability to export messages between people,
based on search parameters including individual names, dates, and keywords.
It is likely that your request as set out above would need to be refused under 18(f) of the
Act due to the amount of work required to meet your request. The Ministerial Support
team has at least 10 staff and carrying out a search based on the information you have
provided produces a significant number of individual messages that cannot be easily
confirmed as in scope or not, as they are not exported in the context of a chat group.
To enable us to consider your request further we would like to work with you to clarify or
amend the request to enable us to make a decision. You may be aware that any
clarification or amendment of a request is a new request for the purpose of calculating
the maximum statutory timeframe for response—see section 15(1AA) of the Act.
It would be helpful if you could provide a specific keyword that may allow us to refine the
search or provide further context on the information you are seeking to enable us to
