I think it would be useful to add the paper by Grandjean et al on the maternal Fluoride intake/IQ relationship, which is
here: https://academic.oup.com/eurpub/advance-article/doi/10.1093/eurpub/ckad170/7291347?login=true I note that it contains the
figure below so its conclusions are likely to be very sensitive to the statistical methods applied.
The papers by Meng et al. on osteoarthritis and fluoride exposure https://link.springer.com/article/10.1007/s10653-023-01742-1 and
Lindsey et al. on paediatric fractures and community
fluoridation https://journals.lww.com/jaaosglobal/fulltext/2023/10000/community_water_fluoridation_and_rate_of_pediatric.1.aspx# are
also interesting and could be added as papers we have looked at, noting that both indicate limitations in their designs and that further
work would be required to draw firm conclusions.
1982
The editorial by Dr Spittle unfortunately is based on a misunderstanding of how Chat GPT works and we should not reference it.

Dear Susie
the
I have just joined the Ministerial Services team here at DPMC, and I have been asked to work
with you in drafting this OIA response.
Here, immediately below, is a copy of the FYI letter I sent to the PMO (see the chain below,
under
including your email)
The request is about fluoridation of water supplies and impacts on general health and children's
IQ. The parts are:
1. The Office of the Prime minister’s Chief Science Advisor’s analysis of the National
Toxicology Program (NTP) Report September 2022 in relation to the fluoridation of
Released
water and the reduction in IQ of children, considering that the peer review of this
report has been completed by the Board of Scientific Counselors Working Group (BCS
WG) in May 2023, and that the report has been submitted to the NTP Director Dr Rick
Woychik, PhD.
2. The Office of the Prime minister’s Chief Science Advisor’s analysis of any further
scientific papers related to fluoride causing a reduction in children’s IQ, released since
the Director General’s directive to fluoridate water supplies in July 2022 ….
3. Any further advice that has been added to the Prime Minister’s Chief Science Advisors
website, or Manatu Hauora’s website since the July 2022 directive, to update the
public on the new scientific reports since 2021, related to fluoride in water and the
reduction in children’s IQ.
4. Any specific advice prepared by Manatu Hauora or your office for circulation to
community members in fluoridated areas, about the potential health impacts of
fluoride on general health, in particular:
1982
• advice about the additive effects of the consumption of fluoride from other
sources including dietary and lifestyle choices,
• advice to the parents of bottle-fed babies,
Act
• advice to those with thyroid or other medical conditions such as poor kidney
function
We are considering how to deal with the response, and would welcome your thoughts and
guidance.
To that end, and referring to the OIA request itself:
Information
Part 1
Is there any analysis that is available as official information? If so, what approach do you
recommend in regard to its release?
Part 2
Official
Likewise, is there any analysis available ? Do you recommend an approach in regard to its
the
release?
Part 3 (limb relating to PMCSA )
Is there any information that has been added to the website since July 2022 ? If so, do you have
under
any thoughts about the approach (for example, would it practical to itemise these additions?). Or
is it suffice, simply to refer the requestor back to the website?
Part 4 (limb relating to PMCSA )
Is there any specific advice? Again, if so, do you have any suggestions on how this is dealt with?
Released
MOH Limbs for Part 3 & Part 4
MoH received the same OIA request on 22/10/2023. MoH has confirmed that we can refer to
their response on those parts relating to MoH
Sorry, but we are working to a tight timeframe and there are a number of people are involved in
the sign out process. We need to get the draft cleared by everyone (and there are several tiers)
by 13 November. Are you able to provide input by 2 November? Please let me know if the
timeframe is too tight?

found that people exposed to levels of fluoride in water
above 0.88 mg/L showed an increased risk of knee
osteoarthritis (KOA) compared to people whose fluoride
water level was below 0.248 mg/L.
The maximum level of fluoride contamination in drinking
water allowed in China is 1.0 mg/L. In the USA it is 4.0
mg/L, while 0.7 mg/L is deliberately added to many water
supplies as part of fluoridation programs.

Good morning and thnaks for this Juliet
Yes we have a watching brief here at MoH and expect things to bubble up fairly frequently. The
much delayed technical report has opened the door to litigation and there are number of
regulars we hear from in NZ. We wil do some more systematic work in the coming weeks.

the issue of bottle fed infants who are undoubtedly the most exposed group (and one

parents are concerned).
We get regular requests to update the review from various individuals, but are not

We have included a section at the very end of our website entitled 'Select papers

s9(2)(a) cc-ed keeps an eye on the topic.
I anticipate that the correspondence will increase as the court case advances. I am
sure s9(2)(a) will be available to support in an informal capacity on this issue, if this is
helpful once I am no longer in the role.
cheers

Susie,
Yes, I saw that on the slack. I guess we could but 1) it is maternal serum fluoride
under
levels not drinking water (and no information on source of fluoride), 2) small sample
and 3) the self reporting of early child behaviour from parents of a vague quality of
behavior of which only a few points were significant. So I don't like the paper and
don't see it tipping the dial much for or against fluoridation but then people will go
"What about..." if we leave it out.

I hope you are well! We’ve had this request for fact checking about a fluoride post on
Facebook for misinformation (which I was pleased to receive).

I reached out to s9(2)(a)
who was our expert on our past report, but he said he has
been so involved with Covid over the last few years that he isn’t up to date on fluoride so he
suggested I contact you, given the PMCSA’s more recent report on fluoride. Could you
respond to these questions or nominate someone to do? Thanks so much,
Ng mihi

Hi
Act
I'm getting in touch from AAP FactCheck, based in Australia.
We're a third-party fact-checking partner with Meta working to mitigate
misinformation in Australia, New Zealand and the Pacific Islands.
We're looking into a claim in Facebook posts that fluoride in drinking water lowers
children's IQs and specifically that this 2022 US draft report proves this.
Information
I'm seeking expert comment on the claim and was wondering if the Royal Society
itself or someone from within would be able to answer the following questions over
email?
Official
1. Is there any problems with using the 2022 NTP draft report to 'prove' fluoride in
water lowers children's IQs?the
2. Is there any link between a lower IQ and water fluoridation at normal or WHO
recommended levels?
3. Should people be concerned about adverse effects of fluoride in drinking water in
places like New Zealand?

Thanks very much in advance for your time.
Regards,
