Thank you for your request of 21 July 2024 made via the fyi.org.nz website, requesting the following
information from Te Pūkenga – New Zealand Institute of Skills and Technology (Te Pūkenga):
1. Consultation Materials: All consultation materials that were developed and communicated to staff by Te
Pūkenga as a result of the government's directive in December 2023 to disestablish Te Pūkenga. This
includes, but is not limited to:
1.1 HR consultation packs
1.2 HR confirmation packs
1.3 Any other related consultation materials
1.4 Internal Communications: All internal communications from Te Pūkenga’s HR teams to staff that relate to
the above consultation materials. This includes, but is not limited to:
1.1.1 Emails
1.1.2 Internal memos
1.1.3 Internal announcements (e.g. mass emails)
I am specifically interested in documents and communications that address the impact on staff, the
consultation process, timelines, and any support or resources provided to staff during this period.
This letter provides a formal decision on your request under the Official Information Act 1982 (OIA).
Our decision
Over the coming week, we intend to publish this information
here on Te Pūkenga website.
We are therefore refusing your request under section 18(d) of the OIA on the basis that the information will
soon be publicly available. Please visit the link provided above during the week commencing 19 August 2024.
In the published information, you will note that internal communications are to all staff and customized email
templates are provided - the release does not include, for example, emails to individual staff members about
their specific circumstances. This is to ensure the preservation of personal privacy as per section 9(2)(a) of
the OIA which in this instance, is not outweighed by the public interest.
You have the right to make a complaint to the Ombudsman under section 28(3) of the OIA if you are not
happy with this response. Information about how to do this is available at

We may publish our OIA responses, and the information contained in our reply to you on our website. Before
