We refer to your email of 18 July 2024 in which you request the following under the Official
Information Act 1982 (OIA):
1. The list if the delegation accompanying the Chinese prime minister. Premier Li Qiang on
their visit to New Zealand in June 2024.
To clarify I request a list of the entire delegation including support staff and media. if you
plan to withhold the names then just the job titles thankyou
2. The list of the entire delegation accompanying prime minister Luzon to Washington DC in
July 2024
3. The daily schedule of the prime minister while in Washington DC.
4. The entire list of staff working at the New Zealand embassy/residence in Washington dc.

In response to part 1 of your request for a list of the delegation accompanying the Chinese
Prime Minister, Premier Li Qiang on their visit to New Zealand in June 2024. The Chinese Prime
Minister Premier Li Qiang was accompanied by a number of Ministers and senior officials as
outlined in the table below.

6(a): to avoid prejudicing the security or defence of New Zealand or the international
relations of the New Zealand Government; and

6(b)(i): to protect the passing of information from another government on a confidential
basis.
We can advise this delegation (which numbered around 130 total) was divided into the following
broad roles; “Staff”, “Security and Medical”, “Other Staff”, “Press”, and “Crew”.

The remaining information relevant to your request is attached. We have withheld some
information under the following sections of the OIA:

6(a): to avoid prejudicing the security or defence of New Zealand or the international
relations of the New Zealand Government;

6(c): to prejudice the maintenance of the law, including the prevention, investigation, and
detection of offences, and the right to a fair trial;
•
6(d): to avoid endangering the safety of any person;
•
9(2)(a): to protect individuals’ privacy;
•
9(2)(c): avoid prejudice to measures protecting the health or safety of members of the
public; and
•
9(2)(g)(ii): to protect officers and employees from improper pressure or harassment.
Where the information has been withheld under section 9 of the OIA, we have identified no public
interest in releasing the information that would override the reasons for withholding it.
