Thank you for your request to Kāinga Ora – Homes and Communities, dated 3 July 2024, for the following
information under the Official Information Act 1982 (the Act).
all correspondence in regards to the proposed housing development on the vacent land on the corner of
Hillary Crescent and Bledisloe Road, Maraenui. Napier.
Could you also advise if this development is still going ahead.
On 8 July 2024, we asked you to refine your request. You amended your request to:
any correspondence concerning whether the project is going ahead or not.
I am refusing your request for correspondence concerning whether the project is going ahead under section
9(2)(j) to enable a Minister of the Crown or any public service agency or organisation holding the information
to carry on, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations).
In making my decision, I considered that the public interest in the information did not outweigh the need to
withhold this information.
Development on the corner of Hillary Crescent and Bledisloe Road, Maraenui
is currently under assessment
while we work through decisions about our future social housing pipeline. While resource and building
consents have been approved for nine units at 19-25 Bledisloe Road, Maraenui, the project will be reviewed to
ensure best value for money and alignment with the Ministry of Housing and Urban Development (HUD)
priority locations. Napier is one of eight locations identified as a priority in HUD’s Public Housing Plan. The

Should a decision be made to proceed with construction, the nine newly completed homes are expected to be
ready for Kāinga Ora tenants by the end of June 2025. As decisions are made, we will keep you and the
community informed.
