Thank you for your email of 25 June 2024 to Te Kaunihera o Pōneke | Wel ington City Council (the 
Council) requesting information regarding cameras. Your request has been considered under the 
Local Government Of icial Information and Act 1987 (LGOIMA). Please find my response below.  
 
1.  How many cameras with automatic number plate recognition capability have been installed on 
roads, streets, intersections, traffic lights, light posts, and other Council property with 
Wellington City Council’s approval in the last five years? 
 
There are three cameras with number plate recognition which have been installed on roads, 
streets, intersections, traffic lights, light posts, and other Council property with Wellington City 
Council’s approval in the last five years. 
 
2.  How many cameras with automatic number plate recognition are operating in Wellington City 
with the Wellington City Council’s approval? 
 
The cameras above are the only cameras with number plate recognition operating with 
Wellington City Council approval.  
 
3.  Does the Wel ington City Council own these cameras, lease these cameras, or are they 
owned by another company? 
 
The cameras are owned by Wellington City Council.  
 
4.  For the cameras operating on roads, streets, intersections, traffic lights, light posts, and other 
Wellington City Council property which are owned by companies rather that Wel ington City 
Council, what are the names and NZBN numbers for those companies. 
 
This portion of your request is refused under section 17(g)(i) of the Act, the information 
requested is not held by the local authority and the person dealing with the request has no 
grounds for believing that the information is held by another local authority or a department or 
Minister of the Crown or organisation. 
 
5.  Which third parties does Wellington City Council provide data, images, or footage collected 
with cameras operating on roads, streets, intersections, traffic lights, light posts, and other 
Wellington City Council property? 
 
Wellington City Council has a memorandum of understanding with New Zealand Police, 
Wellington Free Ambulance, and Greater Wellington Regional Council. This allows those 
agencies to access footage to undertake their duties in accordance with their purpose. We 
also share footage with the NZ Transport Agency in accordance with its purpose.  
 
The Council uses technology provided by Arthur D Riley Co. Ltd to store footage for the 
purpose of parking enforcement action. 
 
Other parties can make requests for footage which are considered on a case-by-case basis. 
 
6.  Does Wel ington City Council provide data, images, or footage to Auror Limited, Datacom 
Group Ltd, vGRID, SaferCities, or Safe City Group Limited? 
 
We view some cameras through the vGrid platform by SaferCities, this means that SaferCities 
are provided footage from these cameras.  
 
7.  How many cameras does Wellington City Council have in 2024 which are supplying data, 
images, or footage to vGRID, SaferCities, and/or Safe City Group Limited? 
 
Wellington City Council has 205 cameras using the SaferCities vGrid platform with a 
maximum of 64 available to view at any time.  
 
8.  How many cameras does Wellington City Council have in 2024 which are supplying data, 
images, or footage to Auror Limited? 
 
The Council has no cameras supplying data images or footage to Auror Limited. 
 
9.  How many cameras does Wellington City Council have in 2024 which are supplying data, 
images, or footage to Datacom Group Ltd? 
 
The Council has no cameras supplying data images or footage to Datacom Group Ltd. 
 
10. Does Wel ington City Council have a commercial relationship with Auror Limited and what 
was the dol ar value of contracts and total financial transactions (revenue and expenditure) 
with Auror Limited in the 2022/2023 financial year?  
 
The Council does not have a commercial relationship with Auror Limited, therefore no 
financial information is available. 
 
11. Does Wel ington City Council have a commercial relationship with Datacom Group Ltd and 
what was the dol ar value of contracts and total financial transactions (revenue and 
expenditure) with Datacom Group Ltd in the 2022/2023 financial year?  
 
The Council does not have a commercial relationship with Datacom Group Ltd in scope of this 
request, therefore no financial information is available. 
 
12. Does Wel ington City Council have a commercial relationship with Safe City Group Limited 
and what was the dol ar value of contracts and total financial transactions (revenue and 
expenditure) with Safe City Group Limited in the 2022/2023 financial year?  
 
Yes, the Council has a commercial relationship with SaferCities, the total value of this 
relationship for the 2022/23 financial year was $14,112.80. 
 
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an 
investigation and review of the Council’s decision to withhold information by the Ombudsman.
