Official Information Act request: Prime Minister's travel to Japan 
 
Thank you for your Official Information Act 1982 (the Act) request, received on 18 June 2024. 
You requested: 
 
Further information on Air New Zealand diverted aircraft to Brisbane to pick up your 
delegation, before proceeding to Japan. 
 
Could you please provide me with all communication, including, but not limited to: text 
messages and emails relating to this (including text messages with Greg Foran). 
 
I would also like copies of any invoices relating to the charter of this flight. 
 
On 26 June 2024, we wrote to you advising that the aspect of your request for invoices is 
more closely connected to the functions of the Department of Internal Affairs. As such, we 
transferred the part of your request asking for invoices to the Department of Internal Affairs, 
in accordance with section 14(b)(ii) of the Act.  
 
This response is concerning any communications held by the Prime Minister and his Office 
that are relevant to your request.  
 
Following a search, I have identified one text message exchange between the Prime 
Minister, Greg Foran and Dame Theresa Walsh. I have also identified one text message 
exchange between staff. Please find copies of these messages attached to this response, 
subject to the following withholding grounds:  
 
•  section 9(2)(a), to protect the privacy of individuals. 
 
In making my decision, I have considered the public interest considerations in section 9(1) of 
the Act. No public interest has been identified that would be sufficient to outweigh the 
reasons for withholding that information.  
 
You have the right to ask the Ombudsman to investigate and review my decision under 
section 28(3) of the Act.
