Thank you for your email, received on 12 June 2024, to Oranga Tamariki—Ministry for 
Children (Oranga Tamariki) requesting copies of all briefings and aide memoires from 1 
January 2024 about the Fast Track programme. Your request has been considered under 
the Official Information Act 1982 (the Act).    
 
You have requested:   
 
Al  briefings and aides memoire for 1 January relating to the Fast Track programme 
that are held by OT. 
Fast Track was launched in South Auckland in late 2022. Fast Track was developed by 
Oranga Tamariki and Police to activate a community led response to serious persistent 
offending by tamariki aged 10 to 13. The South Auckland team - Kotahi te Whakaaro is a 
local coordination team that works across government, community organisations, and iwi 
to provide immediate and intensive support for children and families fol owing a child’s 
apprehension as well as referrals to community organisations. The success of Fast Track 
in South Auckland at the time prompted the Government to expand this service to other 
locations. 
The combination of Fast Track and a ‘local coordination team’ is proving effective. Over 
70  percent of  children  involved  have  not reoffended  since  they  were referred  to Fast 
Track. The model has also driven greater col aboration and ensured children with serious 
and/or  persistent  offending  behaviour  receive  immediate  support  following  their 
apprehension, along with their siblings and family.
