Thanks to those of you who provided feedback on the draft CRMG slide deck on Friday/weekend/this morning.
Apologies that I haven’t yet responded to each of you individual y yet. Thanks again too for the work of team
members to give us the summary view of where policies/actions are likely to be at by December this year.
Attached is:

2. A table/summary view of al of the current policies and actions that are proposed in the ERP – based on info
from your agencies. This wil be shared with CE Board members, but not with CRMG ministers at this stage.
There is a little more analysis and QA to occur we think before it is shared with Ministers. It provides a real y
good view as to where in the policy development process the various ERP proposals are likely to be by
December ’21, and what work they wil stil be subject to in 2022 – so that CEs can elaborate on what
policies fal into each of the categories (‘Agree’ vs ‘Agree in principle’), if asked tomorrow.

Hi again everyone,
As advised earlier, attached is an outline deck that supports the response to direction from Cabinet on 13
September that: "the Climate Chief Executives Board to oversee the policy work for the Emissions Reduction Plan and
prepare, for the September CRMG, a proposal that will enable final policy decisions for the Emissions Reduction
Plan in 2021"
CRMG is 8.30am Tuesday. We are aiming to get a more complete version of the attached advice to the CE Board
members (your CEs) prior to noon on Monday – so if there’s anything in the current attachment (noting it is draft)
that you consider is problematic or needs adjusting, please can you get us (me, Sarany, Rachel Ward) that
feedback/alternative suggested wording by 10am Monday 20th?
We’ve included a timeline outlining what might be possible (it is tight) and brief explanation of the likely nature of
December decisions. In terms of the schedule of policies and the ‘decision-stage’ they are likely to be at in Dec ’21,
we’re stil compiling this based on feedback that’s come in yesterday and today from your agencies – thanks to
those who’ve responded so far – much appreciated.

I’m writing to let you know that we understand an announcement/comms is imminent regarding delay to
consultation dates on the ERP and final ERP publication. The recent COVID-19 Delta outbreak has led to chal enges
and delays in launching and implementing consultation and in-person engagement on the first Emissions Reduction
Plan – and the resultant changes to Alert Levels have also had a significant impact on those businesses,
organisations, iwi, individuals and communities expected to participate in consultation.

Because of this, we understand that the decision has been made by Cabinet to shift the timing of consultation to
enable greater participation, and that a legislative change is proposed - to shift the date for final publication of the
emissions budgets and final ERP to be by 31 May 2022.
Consultation wil be conducted for six weeks aiming for commencement from October 2021, at a date to be agreed
between the Prime Minister and Minister Shaw. However, this decision is dependent on Tāmaki Makaurau moving
to Level 2 – so we wil await further info as to when that is most likely to be. Our understanding in relation to the 31
May shift is that this wil also al ow for stronger alignment with B’22 announcements (clearly this should provide
greater certainty to agencies as to what within the ERP wil be funded next year).
Our understanding of what was agreed at Cabinet is pasted below – noting that we are stil awaiting the Cabinet
Minute, which we anticipate should be issued in coming days – so the final recs may differ.
Of course, we wil be considering (with your teams) what the shift in timing means in terms of both the (already
revised) consultation programme we had developed in the past month, as wel as timelines for key policy work and
deliverables. From our perspective, we are stil keen to see where agencies are getting to with chapter outlines
(where possible), given that we understand there is a desire from Cabinet to have key policy decisions taken this
year.
Until information on timelines is public knowledge, I would appreciate you treating this information as confidential.
Thank you to you and your teams for your continued support – we recognise the ERP development is a big cross-
agency effort - and we’l keep you updated if there are any material changes to what I’ve outlined above.

7. Authorise the Prime Minister, relevant portfolio Minister and Minister for Climate Change to update and
agree minor amendments to the Emissions Reduction Plan discussion document, if required
8. Note the development of the Emissions Reduction Plan discussion document highlighted the need for further
policy interventions in order to ensure the final Emissions Reduction Plan is on the path to achieving the
proposed first emissions budget
9. Note the consultation process on the Emissions Reduction Plan wil seek ideas for further policy interventions
in order to enable the Emissions Reduction Plan to be on the path to achieving the proposed first emissions
budget
10. Direct agencies to further develop and finalise the proposed policies that are included in the discussion
document, and undertake further work on new policy interventions so that the final Emissions Reduction Plan
outlines how each sector is on the path to achieving the proposed first emissions budget
11. Invite the Climate Response Ministerial Group to consider the process for developing further policy options
for inclusion in the final Emissions Reduction Plan
12. Direct the Climate Chief Executives Board to oversee the policy work for the Emissions Reduction Plan and
prepare, for the September CRMG, a proposal that wil enable final policy decisions for the Emissions

In June, we asked you to provide a list of new policies you are working on for the ERP wil require a RIA by 1 July, and
requested for agencies to provide final RIA information by 29 July. Unfortunately we did not receive many responses
– we understand everyone is very busy and our request may not have been crystal clear. The below should clearly
lay out what we require in order to help us meet RIA requirements for the ERP and ERP consultation document.
Please see earlier email from Criggy attached to provide additional context. If you have not already, please get in
touch with the Treasury ASAP for each of your policies in order to determine whether a RIA, or any additional
impact analysis is required. When engaging with the Treasury, please indicate that your policy is part of the ERP.
Where you are unable to meet the below timeframes, please let us know. Any information you can provide
meanwhile wil be helpful.

Emissions reduction plan consultation document
What we are doing now
Building for Climate Change
The Building for Climate Change Programme is the Government’s key mechanism for reducing
emissions from the building and construction sector. For more details, see MBIE - Building for
Climate Change
We are looking at ways to scale up the changes needed for a meaningful impact on our targets.
These include regulatory change, incentives, a workforce transformation programme, and
influencing the supply chain, consumers and the broader market, via proposed changes to the
New Zealand Building Code. Underpinning this work is the principle of the Government leading
by example in reducing its building-related emissions.
The programme includes:
Regulatory proposals – We recently consulted on two frameworks for reducing
emissions: Transforming Operational Efficiency and Whole-of-Life Embodied Carbon
Reduction. (Read the summary of submissions and other feedback on the programme
website.)
New builds are the first priority, because lowering emissions in existing buildings is
more complex.
New Zealand Building Code Clause H1: proposed changes – We wil start changing the
regulations, as we design a broader set of transformation policies. In May 2021 MBIE
consulted on updates to the code, to improve energy efficiency, reduce emissions and
realise other benefits for housing and smal buildings; large buildings; and heating,
ventilation and air-conditioning systems in commercial buildings. More details are on
MBIE’s website.

The documents we discussed yesterday in our ERP session are re-attached for ease of reference:
1) ERP table with Chapter structure, agreed to in the April SPAT cabinet paper high level scope and final
CCC assigned to each chapter
2) 2nd Draft ERP consultation document
3) Though we didn’t discuss it, you were shown the table of unassigned recs that have been sent out to
specific agencies to be completed and returned to MFE on Friday for DCE’s meeting next Wednesday to
agree on next steps.
4) Table to be fil ed in with a high-level response to the CCC recommendations (intended to be an
appendix to the cabinet paper on the ERP consultation document). Chapter leads have been asked to

RECOMMENDATIONS
Summary of next steps:
1) There was a general agreement that emissions reduction estimates wil be needed in the public consultation
document. Ainsley has started this work and wil need support from agencies. He sent out an email to
agencies yesterday afternoon.
Action: Directors to ensure that model ing estimates are developed. MfE wil provide more specificity
around what is required and the proposed process, and Ainsley wil continue to work with agencies
(specifical y model ers) to come up with our best set of policy emissions reduction estimates that wil be
published in the ERP consultation document and also feed into the emissions budgets Cabinet paper. Please
get in contact with [email address] with any further queries and/or if additional people need to
be part of the process.
2) Al the chapter leads were online (except for Chapter 5 Leads and Transport Leads Jo who had a Minister’s
meeting). Leads heard your questions and feedback and need some time to process them and come back to

the directors group. There were some key themes re role of regulation, planning chapter and the narrative
re overal economic strategy that need to be taken on board.
3) Chapter leads process going forward: Chapter leads continue to work on their chapters and have a
workshop together on 15/07 for further analysis on cross cutting / tricky recs, developing policy options,
map out milestones and decision points with a report back on chapter progress for CE board meeting 22/07.
4) There were lots of questions on costs – as currently there is no information on policy costing. Action: Lisa
and Vicki to speak about this subject and a special directors meeting wil be needed to provide directions.
5) Public consultation processes/timelines have been updated as a result of today’s meeting and directors
feedback, please see the table below that outlines the cabinet package of products with process, timing and
what input is needed when from chapter leads/directors. We wil not be in a position to send al
consultation document chapters to the editor this week, so those other sections wil go as they
are/wherever they are at, next week.
6) A reminder that as per CRMG request, each agency also needs to be undertaking analysis to understand
what further opportunities exist for domestic reductions. This is needed both for the emissions budgets
work, and NDC.

Policies and measures the government has committed to
Building for Climate Change Programme
The
Building for Climate Change programme is the Government’s key mechanism for reducing
emissions from the building and construction sector. Refe
r here for more details including the
programme’s strategic direction.
The programme is looking at system settings that will be needed for the sector and the market
to deliver the scale of change required for meaningful impact on New Zealand’s emissions
reduction targets. These system settings include regulatory change, incentives, a workforce
transformation programme, influencing the supply chain, consumers and the broader market,
enabled by proposed changes to the New Zealand Building Code. This work is all underpinned
by the principle that Government will lead by example in reducing its building-related
emissions. This includes:
Regulatory proposals - The Building for Climate Change programme is considering
various regulatory options to facilitate sector transformation. The programme recently
consulted on two emissions reduction frameworks:
Transforming Operational
Efficiency and
Whole-of-Life Embodied Carbon Reduction The summary report and
other feedback are on the
programme’s website ) New builds have been selected as
the first priority given the range of additional considerations and complexities in
reducing emissions within existing buildings.
New Zealand Building Code Clause H1 proposed amendments - The Building for
Climate Change programme aims to start implementing change through the existing

regulatory system while it develops abroader transformational policy package. As part

of this, in May 2021 MBIE consulted on proposed updates to the Building Code aimed
to improve energy efficiency, reduce emissions and realise other benefits housing and
small buildings; large buildings; and heating, ventilation and air-conditioning systems
in commercial buildings. More details are o
n MBIE’s website. The findings from this
consultation will be available in October 2021 with the proposed changes to the
Building Code documents to come into effect in November 2021..
