Dear John
Request for Refinement of your Official Information Act request for
communications relating to He Whenua Taurikura
I refer to your Official Information Act 1982 (the Act) request received by the
Department of the Prime Minister and Cabinet (DPMC) on 9 June 2024. You
requested:
“I am requesting information on the following:
a. communications (between the dates 15/12/2022 to 09/06/2024) between
DPMC and actors within He Whenua Taurikura, including, but not limited
to, the Board (Bernie O'Donnell, Dave Moskovitz, Tracey McIntosh,
Vanisha Dhiru and Gul Kashkari), and the Secretary (Ruth Constantine);
b. communications (between the dates 15/12/2022 to 09/06/2024) between
DPMC and Grant Thornton New Zealand Limited's representatives;
c. communications (between the dates 15/12/2022 to 09/06/2024) between
DPMC and Joanna Kidman, Paul Spoonley, and Avery Smith; and
d. communications (between the dates 15/12/2022 to 09/06/2024) between
DPMC and any other organisations or government entities that are
involved in He Whenua Taurikura as those communications relates to
He Whenua Taurikura.”
On 2 August 2024 we responded to you refusing your request under section 18(f) of
the Act on the basis that to respond to your request would involve substantial collation
and research. We explained to you that we had identified hundreds of emails that were
potentially in scope of your request.
In the light of your request to the Ombudsman to investigate our response, we have
checked our records of your request, and it appears that we did not consult with you to
attempt to refine the request. I apologise for this apparent oversight, and we would like
the opportunity to now refine the request with you so we are in a position to respond.
It would help us to respond if we can gain a better understanding of the information you
are seeking. Can you advise of any specific aspects of the work which are at the heart
of your request. Options you could consider to refine the request include:
• limiting communications to formal briefings or other documents provided by
DPMC.
• requesting communications with HWT staff or Board members for a shorter
timeframe.
• requesting communications on a specific topic or aspect of the relationship with
HWT (e.g., commissioning, performance, outputs, funding).

12 June 2025. You can contact us by emailing: [DPMC request email].
We are happy to help you with refining the information you are seeking in a way that
would satisfy your request while making it possible for DPMC to compile and assess
information potentially in scope. Please email at the address above if you have any
questions about refining your request.
Yours sincerely
