Official Information Act request relating to correspondence between DPMC and
various parties
Thank you for your Official Information Act 1982 (the Act) request received on 9 June 2024.
You requested:
“a. communications (between the dates 15/12/2022 to 09/06/2024) between DPMC
and actors within He Whenua Taurikura, including, but not limited to, the Board (Bernie
O'Donnell, Dave Moskovitz, Tracey McIntosh, Vanisha Dhiru and Gul Kashkari), and
the Secretary (Ruth Constantine);
b. communications (between the dates 15/12/2022 to 09/06/2024) between DPMC and
Grant Thornton New Zealand Limited's representatives;
c. communications (between the dates 15/12/2022 to 09/06/2024) between DPMC and
Joanna Kidman, Paul Spoonley, and Avery Smith; and
d. communications (between the dates 15/12/2022 to 09/06/2024) between DPMC and
any other organisations or government entities that are involved in He Whenua
Taurikura as those communications relates to He Whenua Taurikura.“
The time frame for responding to your request was extended under section 15A of the Act by
20 working days because it necessitated a search through a large quantity of information,
and consultations was needed. We are now in a position to respond to your request.
We have conducted a search for the information you have requested. This search returned
100s of documents and emails.
The manual checking of these 100s of documents would need to be done by the relevant
staff member in this office. I believe this would involve substantial collation and research.
Accordingly, I am refusing your request under section 18(f) of the Act, on the basis that the
information requested cannot be made available without substantial collation or research.
In reaching this decision, I first considered the factors contained in sections 18A(1) and 18B
of the Act. However, I did not consider that taking any of these steps of charging you for the
information, extending the time limits or consulting with you, would allow this request to be
answered.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
