OFFICIAL INFORMATION ACT REQUEST 2024/50
On 23 August 2024 you made a request under the Official Information Act 1982 (the OIA) for the
following information:
According to the "General Election 2023: Independent review of counting errors" report
published by the Controller Of the Auditor General "A month before the election, the
structured approach to risk management ceased and a General Election Delivery Taskforce
was set up". Do you have documentation used by this "task force" that was used to run the
election - inform decision-making and manage the organisation at an appropriate level of
governance level. I may have implied that I was seeking only the board level information,
which you have supplied, but I was after more than that. If you do not have such i formation
to hand I will conclude that there was no formal reporting or related information/artefacts
produced during the actual election period.
We would firstly like to apologise for the delay in getting this information to you. As you will
appreciate, the large amount of information being released as part of this request has taken longer
to process than anticipated.
Members of the General Election Delivery Taskforce were initially required to complete an individual
Situation Report (SITREP) from which the administrator transferred information into the main
SITREP. Documents from 11 September to 25 September reflected this practice. After 25 September,
due to time constraints, members provided their input directly into the Taskforce SITREP.
Information in the Taskforce SITREPS differs slightly from the Executive Leadership Team (ELT)
SITREPS, as some content (e.g. generic or operational information) was summarised so that ELT and
the Board received more strategic versions of the SITREPS.
From Election Day (14 October onwards), Taskforce and ELT SITREPS were amalgamated into one
single document due to time constraints.
From 16 November onwards, the focus for the Taskforce was delivering the Port Waikato by-
election. Members of the Taskforce who were not involved in the by-election process were not
required to provide input to the document. The General Election recounts were completed by this
date.
