I refer to your request for information dated 21 May 2024, which was received by Greater
Wellington Regional Council (Greater Wellington) on 23 May 2024. You have requested the
following:
1. “
Please supply all records relating to consents granted in relation to 1044 Coast Road,
Wainuiomata (Lot 5 DP 551868).
The latest Google Earth imagery, dating to February 2024, indicates that large amounts
of material have been deposited throughout the property. This is most notable in the
areas near tracks that appear to have been built up and widened. Analysis of the colour
of the material along the river edges suggests that material has been extensively
deposited within close proximity of the river. Residents from the area report a constant
stream of laden trucks have been seen entering the property since at least December
2022. According to local residents the total deposits of material must exceed many tens
of thousands of tons of material.

On 30 May 2024, a clarification request was sent to you via email seeking the following:
We are just hoping to clarify this point under your request: “Please provide all
information, including any complaints received, relating to the above activity”.
Are you able to provide more clarity around the information that you require? We can
provide complaints; however, we will withhold the personal details of each of the
notifiers.

If you could please provide a response to this query by 6 June 2024, we will ensure that
your request for information has been appropriately satisfied.
No response was received by 6 June 2024, so for question two we have assumed that you only
require the complaints/ notifications record for 1044 Coast Road.
Your request has been broken down into two parts. This has been done so that the request may
be responded to appropriately and succinctly.
Greater Wellington’s response follows:
Part one
Greater Wellington has provided all consent documents related to 1044 Coast Road,
Wainuiomata (
Attachments 2 – 5). The list of consent documents has been summarised for
you below:
• WGN060129 [24901] [24903] [24936] [24937] – please note that only permit ID [24901]
is active (October 6, 2041).
• WGN080503 [26982] [27332]
• WGN170076 [34331] [34330] – please note that permit ID [34330] underwent an
extension of timeframes, and the new expiry is in October 2026. This document has been
attached separately.
Each consent consists of a variety of activities related to works in and around the Wainuiomata
River, inclusive of water takes, gravel extraction, vegetation clearances, erosion protection, and
bed disturbance limited by the conditions under each consent.
Part two
We have used your information provided surrounding the latest google analysis to inform our
response as to what parameters to search under our Environmental Protection inbox.
We have searched this inbox using the following key words and date restrictions as initially
requested. This information has been provided in the document titled – Notification Logs 1044
Coast Road:

Attachment 1 provides a list of notifications received by the Greater Wellington Environmental

Please note that we have withheld the names of notifiers, who submitted the information to the
regional council to action or investigate, under section 7(2)(a) of the Local Government Official
Information and Meetings Act 1987 (the Act) to protect the privacy of natural persons, including
that of deceased natural persons. These are marked accordingly on the enclosed paper titled
“Notifications Log 1044 Coast Road”.
When withholding information under section 7 of the Act we are required to consider the public
interest in the information. In this instance we do not believe that the public interest outweighs
our reasons for withholding the information outlined above.
