Thank you for your email of 11 May 2024, to Te Kaunihera o Pōneke | Wellington City Council (the
Council) requesting the following information under the Local Government Of icial Information and
Meetings Act 1987 (LGOIMA):

Particulates are mentioned in your long term policy Q&A's for introducing motorcycle parking
fees. 1. Can you provide details on particulates with reference to its priorities over other
pollutants, existing particulate quantities, reduction targets and particulate emission
sources relevant to your proposed motorcycle parking fees.
The reference to fine particles in the Long-Term Plan Question and Answer section is a part of a
statement that also references noise and other pollutants. Comparing the environmental performance
of motorcycles and cars is complex, and multiple factors and pollutants need to be considered, as
space utilisation is not the only criterion to be looked at when determining parking fees for dif erent
types of motor vehicles. The most important criterion in the Council’s Parking Policy is neither space
utilisation nor any one pollutant or complex of pol utants, but average occupancy, which the Council
seeks to manage between 50% and 85% (and ideally between 70% and 85%).
The Council does not hold data on particulates, and therefore I am refusing your question pursuant to
section 17(g)(i) of the LGOIMA, as the information requested is not held by the local authority and the
person dealing with the request has no grounds for believing the information is either held by another
local authority or a department or Minister of the Crown or organisation.
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an
investigation and review of the Council’s decision to withhold information by the Ombudsman.
