was to be an increase in jurisdiction, would require an increase in resourcing 
Specifics 
-  Resourcing – if lowered to Privacy Commissioner level, then would need additional 
resourcing at the Deputy Chair-level. If HRC level then extensive increased resourcing of 
Tribunal if HRC level. 
-  Lowering threshold – be clear of implications for Director of Proceedings 
-  75% of decisions are issued within 6 months
