As discussed, please find attached an updated version of the Child and Youth Wellbeing Strategy
and Child Poverty Related Indicators Annual Report for your reference.

Just for you’re aware, the report is currently with Ministers for Ministerial consultation. It’s been
sent to the children’s Ministers (Health, Education, Children, Social Development, Police and
Justice), the Ministers of Housing and Finance, and the Ministers for Social Investment, Youth,
Mental Health, Māori Development and Disability Issues. Ministerial consultation will run until
Friday 22 March . We will then:
finalise the report by Wednesday 28 March 2024
Information
present the paper to the House of Representatives and publish in the week of 1 April 2024,
with a date to be confirmed.

We will let you know when we have the expected date for tabling and publication, and if there’s
any feedback from Ministers on the report that lead to substantive changes.

We suggest this shift be reconsidered in light of the significant disparities this cohort
faces, including (from Treasury’s Pacific Wellbeing analytical paper):
one in four Pacific children live in poverty;
Pacific children are more likely to live in a household experiencing material
hardship, food insecurity, or housing issues;
Pacific children are 50 times more likely to be hospitalised from developing acute
rheumatic fever compared to non-Pacific, non-Māori children; and
the high proportion of Pacific children and young people who do not attend
school regularly. Ministry of Education officials raised concerns that children
were not returning to school regularly post-pandemic because they have instead 1982
(likely) chosen to continue to support their families through employment and
other activities.
We understand that data was collected on Pacific children and young people for the
Act
draft 2022-23 Annual Report and will be provided when it is available. We look forward
to this as it will be a valuable resource. We are available to discuss whether there is
anything we can do to support the continued collection of data on Pacific children and
young people.

4.  Other future reporting considerations
Intersectional reporting (Māori disabled children and young people, and Pacific disabled
children and young people, and Māori Pacific children and young people) – We
recommend that there be monitoring of progress for each of the subsets due to the

additional challenges they face, including:
the general scarcity of data on Pacific intellectually disabled children, and that 44%
of Pacific disabled children live in high deprivation; and
that rangatahi of both Māori and Pacific heritage are at higher risk of substance
abuse (see Te Hiringa Hauora report, attached).
