Thank you for your email, received on 6 April 2024, to Oranga Tamariki—Ministry for
Children (Oranga Tamariki) requesting information on Oranga Tamariki financial
appropriations. Your request has been considered under the Official Information Act
1982 (the Act).
In your request under the Act, you have asked the following questions:
Is your department at risk of overspending its financial appropriation this year?
If it is, please supply
•
all correspondence with and information supplied to Treasury about this
•
all correspondence with and information supplied to your Minister and your
Minister’s office about this
•
all correspondence with and information supplied to the Public Services
Commission about this
•
all correspondence with and information supplied to the Auditor-General or his
office about this
•
all papers to or considered by your leadership team about this
•
all papers to or considered by your risk and audit committee about this
•
all papers to or considered by any other of your governance groups about this
Have you set aside an al owance in this financial year for redundancies or other
costs of restructuring?
If so, how much is that allowance?
If not, do you anticipate any costs for these in this financial year?
You may be aware that the Public Finance Act exists to govern the use of public financial
resources. Oranga Tamariki report publicly on financial performance each year in our
Annual Reports. Currently, we are not at risk of exceeding financial appropriations.

IN-CONFIDENCE
In respect of your last three questions regarding redundancies and funding the costs of
restructuring, Oranga Tamariki received approval to bring forward $25 million from
2024/2025 into 2023/2024 through a fiscally neutral transfer. This was authorised for the
express purpose of resourcing the cost of change associated with the reduction in back-
office functions within Oranga Tamariki. We do not anticipate spending the full amount
this financial year. Any underspends wil be returned to the 2024/2025 year.
I trust you find this information useful. Should you have any concerns with this response,
I would encourage you to raise them with Oranga Tamariki. Alternatively, you are advised
of your right to also raise any concerns with the Office of the Ombudsman. Information
about this is available at
www.ombudsman.parliament.nz or by contacting them on 0800
802 602.
