Northland Mayoral Forum

Briefing for Incoming Ministers - Draft Template and key messages (Item 5.1) 
Report from Justin Murfitt, NRC Strategic Policy Specialist 
The report ‘Briefing for Incoming Ministers - Draft Template and key messages’ by Justin 
Murfitt, NRC Strategic Policy Specialist and dated 18 September 2023, was noted. 
 
•  The Mayoral Forum’s top five priorities had been used to develop a template for Briefings 
for the Incoming Ministers (BIMs) and key messaging.  The recommendation was to keep the 
briefings succinct and limited to one page (front and rear) due to the fact that  Ministers 
received a large number of BIMs and relied on their advisors to provide a summary.  
•  Key messaging would also be beneficial for other events involving Ministers and attended by 
the Mayors/Chair; for example Waitangi celebrations. 
•  It was suggested there would be merit adding geographical and population information in 
the BIMs given that many of the Ministers may be new or unfamiliar with Northland. 
•  Attention was drawn to the document ‘Te Taitokerau – Investment Prospectus’ prepared by 
Northland Inc. Limited which included a range of Northland statistics. 
 
In conclusion, the Northland Mayoral Forum: 
1.  Confirmed the following Ministers to receive a BIM:

Ministers of Cyclone Recovery and Emergency Management

Minister of Infrastructure

Minister of Transport

Minister of Local Government

Minister of Housing

Minister of Māori Development

2.  Supported the proposed template, provided more detail was included regarding Northland 
geography and key statistics 
3.  Agreed to sign off via email and to be completed by end of October 2023. 
 
 
Adoption of Northland Mayoral Forum Terms of Reference (Item 5.2)

Northland Mayoral Forum

Representation from the Northland Mayoral Forum on the Sport Northland 
Board (Item 5.3) 

•  The Northland Mayoral Forum Chair (WDC Mayor) and FNDC Councillor Kapa had been the 
local government representatives on the Sport Northland Board for the past year. 
•  WDC Councillor Ruka had expressed an interest in being a board representative given his 
passion and experience in the sporting fraternity.  This appointment also matched Sport 
Northland’s desired attributes; being a male with a passion for sport and recreation based. 
 
In conclusion: 
•  The Northland Mayoral Forum supported WDC Councillor Ruka replacing the WDC Mayor 
on the Sport Northland Board.  This matter to be progressed through the Sport Northland 
AGM. 

•  Councillors Ruka and Kapa to report back to the Northland Mayoral Forum on a quarterly 
basis.

The meeting concluded at 10.42am with a karakia by the NRC Tāhūhū Rangapū – Chief Executive
