Thank you for your email dated 10 March 2024 to Kāinga Ora – Homes and Communities
requesting the following information under the Official Information Act 1982 (the Act):

Could you please provide a list of residential properties sold by Kāinga Ora in the last
5 years, including the address of the property, and the sale price?

Kāinga Ora sells a small number of homes each year, including to customers in areas of low
demand for state housing. Kāinga Ora may also sell homes:
  •  to iwi through the right of first refusal
•  where homes are uneconomic to repair or have high flood risk
•  to facilitate land swaps to consolidate land (with other government agencies or
private owners)
•  homes owned by Kāinga Ora built on leased land, often in remote locations
•  no longer considered for public housing and with limited redevelopment potential (an
example is poor access).

We have interpreted the timeframe of your request as starting from the start of the 2019/20
financial year (starting 1 July 2019) to the most recent month where data is available for the
2023/24 financial year (as at 29 February 2024). Over this period, 167 properties were sold
by Kāinga Ora.

For further breakdown of these 167 properties sold, I refer you to the attached table.
Properties not featured in this attached table include:
  •  21 properties assessed as being incorrectly recorded (such as a leased property
returned to a private owner or for being demolished/redeveloped)
•  inter-corporation property transfers usually from one part of Kāinga Ora to another
•  sales to Housing New Zealand Limited (the company name given to the development
entity of Kāinga Ora)
•  demolitions and leased properties
•  any residual movements from the Tamaki and Tauranga stock transfers.

To protect the privacy of those who are now private homeowners, street numbers have been
withheld from the property addresses under section 9(2)(a) of the Act, to ‘protect the privacy
of natural persons…’ I do not consider that the public interest in release of the withheld
information outweighs the need to withhold it.

You have the right to seek an investigation and review by the Ombudsman of this response.
