Thank you for your letter of 12 December 2023 regarding recent changes made to the Land Transport 
Rule: Setting of Speed Limits 2022 (the Rule). 
 
I would like to acknowledge the priorities of the new Government to reduce travel times and create a 
more productive and resilient land transport network to drive economic benefits.  
 
As part of that work, the Board notes amendments to the current Rule with respect to the speed 
management plans of Regional Transport Committees and Road Controlling Authorities (RCAs).. In 
addition, the Board wil  advise NZTA, as the RCA for the state highway network, to consider your 
planned introduction of a new Rule before finalising its own speed management plans. 
 
With respect to the work underway to reduce vehicle kilometres travelled by light vehicles, the Board 
acknowledges the notice provided to end work in these programmes and wil  ensure that NZTA gives 
effect to this direction.                               
 
I look forward to working with you on the comprehensive land transport programme the Government 
has set for New Zealand.
