Request under the Official Information Act 1982 – Wintec City and Rotokauri campus pōwhiri 
Thank you for your email of 13 February 2024, requesting the fol owing information from Wintec ǀ Te 
Pūkenga – New Zealand Institute of Skil s and Technology (Te Pūkenga): 
Please provide details on whether there was any payment and/or koha approved, and 
subsequently paid or pending payment to any participants in either of the two pōwhiri, the 
amount paid/gifted, who it was paid/gifted to, and the purpose and services delivered for any 
payment made. Please also provide details (job titles) of the persons with financial delegations 
for any payments made. 
 
Interpretation 
Wintec  ǀ  Te  Pūkenga  held  the  two  pōwhiri  you refer to on 12 and 13  February  2024.  We have 
interpreted your reference to “participants” in either pōwhiri to be for mana whenua representatives 
or those who performed the formal ceremonial components of the pōwhiri. This does not include 
ākonga (students) or kaimahi (staff) who may have taken part in the ceremonies. 
The decision 
There has been no koha/payment made, nor is there any koha/payment pending for mana whenua 
participants in either pōwhiri.
