Thank you for your email of 9 February 2024 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act 1982 (the Act), the fol owing information:
In 2018 Ministers announced funding for KiwiRail passenger train service upgrades under the
Provincial Growth Fund. A Better Business Case outlined the investment envisaged. Under the
Official Information Act I request information on whether this funding has been used and how it has
been applied. In particular, any information on whether the agreed investment has been made
would be helpful.
This letter is to advise you that your request has been transferred to Kiwirail. This is because your request
is more closely aligned with the functions of Kiwirail. Section 14(b)(ii) of the Act allows me to transfer any
request that is believed to be more closely aligned with the functions of another department,
organisation or Minister of the Crown.
The request relates to the funding for KiwiRail Holding Limited’s 'Tourism Upgrades' project. MBIE
believes that the request is best placed with Kiwirail as the contract for this project is between The
Treasury and KiwiRail and is not managed by Kānoa – Regional Economic Development & Investment
Unit. Therefore, the request is best placed for the delivery agency (KiwiRail) to answer.
