Thank you for your email of 15 May 2024 to the Ministry of Business, Innovation & Employment (the 
Ministry), requesting the following under the Official Information Act 1982 (the Act): 
 
Please can you provide any briefings, interactions, meeting notes held between MBIE and your 
Minister or the Minister of Finance on this subject - specifically relating to how this piece of work 
might help the government achieve its savings targets, or for that matter - any other 
correspondence of a similar savings nature with Ministers (If easier - happy for this question to 
be handled as a new OIA.) 
 
For clarity, we have interpreted ‘any other correspondence of a similar savings nature’ to capture any 
communications between the Ministry and the Minister of Economic Development and the Minister of 
Finance regarding how government procurement policy can help the Government achieve its fiscal 
targets. 
 
The Ministry has identified three documents in scope of your request, as detailed in the attached 
Document Schedule. I have decided to release these three documents to you, with some of the 
information contained within these documents withheld under the following sections of the Act: 
 
9(2)(a) 
to protect the privacy of natural persons, including that of deceased natural 
persons; 
 
9(2)(f)(iv) 
to maintain the constitutional conventions for the time being which protect the 
confidentiality of advice tendered by Ministers of the Crown and Officials, and; 
 
9(2)(j) 
to enable a Minister of the Crown or any public service agency or organisation 
holding the information to carry on, without prejudice or disadvantage, 
negotiations (including commercial and industrial negotiations). 
 
In terms of section 9(1) of the Act, I am satisfied that, in the circumstances, the withholding of this 
information is not outweighed by other considerations that render it desirable to make the information 
available in the public interest.
