Thank you for your Official Information Act request, received on 7 February 2024. Your
request was:
Please provide a copy of your briefings to the new Minister of finance and the
minister of stte owned enterprises regarding Christchurch International Airport
please provide all emails meeting minutes or other correspondence with CIAL
that was sought/used or provided in the preparation of those briefings

The Treasury has not provided any briefings to the Minister of Finance or the Minister
for State Owned Enterprises specifically regarding Christchurch International Airport.
Consequently, I have decided to decline your request under section 18(e) of the Official
Information Act – the document alleged to contain the information requested does not
exist or despite reasonable efforts to locate it, cannot be found.
You may be interested to know that the Treasury’s Briefings to Incoming Ministers
2023 are publicly available at:
https://www.treasury.govt.nz/publications/corporate-
documents/briefings-incoming-ministers. The Briefing to Incoming Shareholding and
Responsible Ministers notes, in the table on page 3, that the Crown owns 25% of the
shares in Christchurch International Airport and that the Minister of Finance and
Minister for State Owned Enterprises are the shareholding Ministers. On page 5, the
briefing describes the legislative frameworks that apply to the airport companies. On
page 23 the briefing notes that a director position on the Christchurch International
Airport board will require a decision from Ministers in 2024.
