Thank you for your request, received on 05 February 2024, for the following information under the
Official Information Act 1982 (the Act):
May I kindly seek some additional information regarding your appointment process. When you
expect to complete the shortlist and when you expect to make the appointment.
May I kindly seek for the fees payment for each of the council member position for each of the
educational institutions.
I would like to respond to each of your questions as fol ows:
May I kindly seek some additional information regarding your appointment process. When you
expect to complete the shortlist and when you expect to make the appointment.
There are no set dates for shortlisting candidates and appointments. The TEC does try to have an
appointment (or reappointment) confirmed before the date the current incumbent's position fal s
due, but a number of things can affect that, such as a general election where no appointments can
be made in the period of restraint.
May I kindly seek for the fees payment for each of the council member position for each of the
educational institutions.
The Band and level of the fee is contained in our Governance Guide
(https://www.tec.govt.nz/assets/Forms-templates-and-guides/Governance-Guide-for-council-
members-of-tertiary-education-institutions.pdf - page 45 refers), however we do not publish the fee
amount as it can change. We would recommend you view paragraph 119 in the publicly available
Cabinet Office Circu
lar https://www.dpmc.govt.nz/sites/default/files/2022-10/co-22-2-revised-fees-
framework.pdf . This circular gets updated when fees change.
TERTIARY EDUCATION REPORT: COUNCIL APPOINTMENT SHORTLISTING AND APPOINTMENTS TIMELINES AND COUNCIL
MEMBER FEES
The amount institutions pay within the band up to the maximum is a matter for the institutions -
they get that power from Schedule 11 (17) (1) of the Education and Training Act: Fees and
allowances, which provides that “
A council member (other than the chief executive) may be paid fees
at the rates, not exceeding maximum rates fixed by the Minister in accordance with the fees
framework, that the council determines”. We would recommend referring to each institutions annual
reports where they may report the actual fee for each role.
You have the right to seek an investigation and review by the Ombudsman of this decision.
Information about how to make a complaint is available at www.ombudsman.parliament.nz or
freephone 0800 802 602.
