I refer to your email on 1 February 2024 requesting under the Official Information Act 1982
(the Act) asking for the following:
“Please confirm the RUC treatment for electric motorbikes, scooters and “paxsters”
post-31 March 2024”
“Please confirm the RUC treatment for diesel hybrid electric vehicles post-31 March
2024.”
Very light electric vehicles wil be exempt from road user charges (RUC). Further details wil
be provided when legislation is introduced to the House.
Plug-in hybrid diesel-electric vehicles with a gross vehicle mass of 3.5 tonnes or less, and
with motive power wholly or partly derived from an external source of electricity, wil be
subject to RUC from 1 April 2024. Non-plug-in diesel hybrids are already subject to RUC.
You may be interested to know that the government has released advice on road user
charges for electric vehicles. The information can be found at
www.transport.govt.nz/area-
of-interest/revenue/road-user-charges-system/. As the information publicly accessible,
section 18(d) of the Act applies which provides a request may be refused where “the
information requested is or wil soon be publicly available.
