Thank you for your request, received on 23 January 2024, for the following information under the
Official Information Act 1982 (the Act):

I understand you have call for 8 universities' council member nomination. May I seek full copy of
the job description or term of reference and the actual copy of call for nomination?

May I ask how you called for public nomination and on what platform you have call for public
nominations e.g. govt.jobs website.

Also, how many applications you have received from the public and how many you have received
from other nominating agencies such as TPK or Ministry of women etc. Also, what would be the
process look like and when the nomination period ends.
I have attached a copy of the Framework for Selection for Ministerial appointees to Tertiary
Education Institutions. This is the equivalent of the role description or terms of reference. This
Framework is also publicly available on our website.
I am releasing an example of an email sent to one of the nominating agencies as an example of how
we request (call for) nominations. The other requests used identical wording.
You also asked about the number of applications from the public and how many from other sources
such as nominations. I am releasing the information referenced in the table below. As at 25 January
2024, we have no direct applications from members of the public who meet the criteria for selection
(one applicant in the current financial year). So far, we have received the fol owing nominations or
recommendations for consideration:

TERTIARY EDUCATION REPORT: UNIVERSITY COUNCIL NOMINATIONS
In addition to the table, TEC has longlisted 36 potential candidates from its own search, which
includes databases (such as the Treasury Appointments database) and websites of membership
organisations for experienced governors.
In answering your other questions on process, I refer to my previous letters to you in February 2023
and September 2022 where I outlined the Ministerial appointment process and the role of the
Tertiary Education Commission in advising the (then) Minister of Education. This process is
unchanged and is publicly available on our website in the section -
How you can contribute as a TEI
council member | Tertiary Education Commission (tec.govt.nz). This section gives good information
on how a member of the public can seek consideration. For the avoidance of doubt, we do not
routinely advertise council member positions on job websites.
I am satisfied, in terms of section 9(1) of the Act, that the need to withhold the information referred
to above is not outweighed by other considerations that render it desirable, in the public interest, to
make the information available.
You have the right to seek an investigation and review by the Ombudsman of this decision.
