Thank you for your email on 4 January, asking for the following which has been considered
under the Official Information Act 1982 (the Act). Please see outlined below a response to
each part of your request.
Can you please provide staffing levels for security staff in Middlemore Hospital’s emergency
department by day either in FTE or person-hours. Can you please provide actual data (staffed
time) and planned staffing (rostered data)?
1 Dec - 4.5FTE rostered, 4.0 staffed
2 Dec - 4.4FTE, 4.5 staffed
To clarify I only request this data from 1 Dec to 31 Dec 2023.

1: These numbers are inclusive of Counties Manukau in house guards and up to five additional security staff per shift
funded by the government.
From 18 December 2023, the Government announced 200 additional security staff (93 FTEs) in 32
emergency departments (EDs) over the summer period following an increase in reported verbal
and physical incidents in the last 12 months.
Health New Zealand – Te Whatu Ora identified eight higher risk hospitals, including Middlemore
Hospital, which each received five additional security staff until the end of February. 24 hospitals
considered to be summer “hot spots” received between two and five additional security staff to help
manage pressures over the summer holiday peak period through to mid-January or late February,
depending on local needs.
We are currently looking at options at how this initiative might be extended beyond the current
period. The data being collated wil help to inform our next steps and how we proceed.
We take the security of our staff, patients, and visitors incredibly seriously. Our staff deserve a safe
workplace, and we want people who need healthcare to be able to access it in a safe and
welcoming environment.
