I refer to your email to the Of ice of Hon Simeon Brown on 13 December 2023, which was 
transferred to the Ministry of Transport (the Ministry) on 15 December 2023 under section 14 
of the Of icial Information Act 1982 (the Act), requesting the following under the Act: 
“Please provide the draft Regulatory Impact Statement prepared by Transport officials 
in 2023 on repealing the previous Governments Clean Car discount Scheme. 
In your letter response, please explain how repealing the scheme would not have any 
impact on emissions; "Simeon Brown said repealing the scheme would not have an 
impact on New Zealand’s emissions because transport is in the Emissions Trading 
Scheme”. 
With respect to the first part of your request “Please provide the draft Regulatory Impact 
Statement prepared by Transport officials in 2023 on repealing the previous Governments 
Clean Car discount Scheme”, we provided a response via email on the 9th of January 2024 
refusing that part of the request under section 18(d) of the Act, as that information has been 
proactively released. 
With respect to the remaining part of your request, that part of the request is refused under 
section 18(g) of the Act as no such information is held by the Ministry of Transport and we 
have no grounds to believe that the information is held by, or more closely connected to the 
functions, of another department or interdepartmental venture or Minister of the Crown or 
organisation or of a local authority.  
Accordingly, your entire request is refused in full under sections 18(d) and 18(g) of the Act.
