Request made under the Official Information Act 1982
Thank you for your email of 9 December 2023 requesting the fol owing information under the Official
Information Act 1982 (the Act):
I would like a list of all the current government MPs who've claimed the Clean Car Discount,
which make and model of cars were they claimed against and also the total number of claims
made if more than one.
Your request was subsequently clarified to include only National Party MPs who have received a
rebate under the Clean Car Discount.
For context, the details of individuals who have received a rebate under the Clean Car Discount are
recorded in the Motor Vehicle Register (MVR). However, the MVR does not record a person’s
occupation (i.e. whether someone is an MP). NZ Transport Agency Waka Kotahi (NZTA) has therefore
had to rely on publicly available information (ful name and date of birth) to assist in identifying whether
any National Party MPs have received a rebate.
A search of the MVR has identified three individuals who have received a rebate under the Clean Car
Discount, whose full names match that of current National Party MPs. Each of these individuals
received a single rebate under the CCD scheme. Please note that this information should be
considered alongside the caveats appended to the bottom of this response.
I am withholding the names of these individuals, along with the makes and models of the vehicles
under section 9(2)(a) of the Act. This section al ows for the withholding of information to protect the
privacy of natural persons.
While I acknowledge it is in the public interest to show whether National Party MPs benefited from the
scheme which the Government has discontinued, I do not believe this outweighs the individuals’ right
to privacy.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to

Caveats
• The information provided may vary due to transactions being processed, system reporting delays
and data entry anomalies.
• Data has been extracted from the NZ Transport Agency Waka Kotahi Motor Vehicle Register
(MVR) - Qlik apps.
• Data includes the expanded Clean Car Discount scheme and Clean Car Immediate rebate
scheme.
• Data can only be reported on vehicles that have ever been entered in the Motor Vehicle Register
(MVR). Imports for private use would not be recorded.
• Registered - in relation to a vehicle, means registered under Part 17 of the Land Transport Act
1998, and consequently a vehicle wil have plates issued to it.
• Data is limited to vehicles that are one of the fol owing vehicle types:
o Passenger Car/Van
o Goods Van/Truck/Utility
o Bus
o Motor Caravan.
• Data is limited to vehicles with a Gross Vehicle Mass (GVM) of 3,500kg or less.
• Results are limited to vehicles that have one of the following classifications:
o A Rebate application has been approved and paid to the customer during the period 1 July
2021 - 16 January 2024.
o Based on name and age (based on publicly available information) only, the refund owner
matches that of a current National MP as at 16 January 2024.
