This is a response to your request made under the Local Government Official Information and 
Meetings Act 1987 ("LGOIMA"). 
 
 
Regarding your question 
 
Provide a full list of all "various institutional and retail investors domiciled in New Zealand and 
offshore" who are LGFA Bond and Bill Holders. 
 
New Zealand Local Government Funding Agency Limited ("LGFA") is unable to comply with your 
request on the following grounds: 
 
•  With regard to the series of bonds with NZX ticker code LGF060, the Financial Markets 
Conduct Act 2013 ("FMCA") contains provisions that govern access to information contained 
in the register for those regulated products.  You are entitled to request from LGFA a copy of, 
or an extract from, the register in relation to those bonds.  If you wish to, you may make such 
a request to LGFA in accordance with the FMCA. 
•  For all other bonds and bills issued under LGFA's Master Trust Deed dated 7 December 2011 
(as amended from time to time) ("Master Trust Deed"), the information requested is subject 
to an obligation of confidence and/or its release would be likely to unreasonably prejudice 
the commercial position of LGFA and the holders of the relevant bonds and bills (sections 
7(2)(b)(ii) and 7(2)(c) of LGOIMA).  Under the terms of the Master Trust Deed, LGFA is unable 
to disclose this information to persons other than the holders of the relevant bonds and bills. 
 
You have the right, by way of complaint to an Ombudsman under section 27(3) of LGOIMA, to seek 
an investigation and review of LGFA's refusal of your request.
