I refer to your email of 28 November 2023 to the Ministry for Social Development
requesting information on the nomination process for Grievance Panel members. Your
request has been considered under the Official Information Act 1982 (the Act).
You have requested:
May I ask how you cal ed for public nomination and on what platform you have call
for public nominations for the Grievance Panel Member, e.g. govt.jobs website.
Also, after the closing date, which is 29 Nov 2023- tomorrow, can you please let me
know how many applications you have received from the public and how many you
have received from other nominating agencies such as TPK or Ministry of women
etc. Also, can you please supply the term of appointment and member's pay rate.
I understand this recruitment is for two different sites, please separate the
information per sites.
On 11 December 2023, your request was transferred to Oranga amariki—Ministry for
Children (Oranga Tamariki) under section 14 of the Act, as the information is more closely
connected with the functions of Oranga Tamariki.
Seeking Grievance Panel Member nominations
The process for seeking Grievance Panel Member nominations is the same for all Oranga
Tamariki Care and Protection and Youth Justice residences. Grievance Panel Member
vacancies are publicly advertised on the Oranga Tamariki website, NZ Government Jobs,
and Seek.
Oranga Tamariki also contacts the following agencies who hold databases of suitably
qualified people from within their specific populations who may be interested in applying:

The most recent round of applications for Grievance Panels ended on 29 November 2023.
Epuni Grievance Panel
As at 29 November 2023, Oranga Tamariki has received 14 applications for the Epuni
Grievance Panel.
Whakatakapokai Grievance Panel
As at 29 November 2023, Oranga Tamariki had received 26 applications for the
Whakatakapokai Grievance Panel.
Of the 26 applications, we received one application from a candidate who had been
referred by Whaikaha - Ministry of Disabled People.
Term of office and remuneration
The term of office and remuneration for a Grievance Panel Member is the same for all
Oranga Tamariki Care and Protection and Youth Justice residences.
The term of office is open-ended and at the discretion of the responsible Minister. A tenure
review is carried out after the first three years of appointment, and every two years
thereafter.
In accordance with the Cabinet Fees Framework, remuneration for the role is set at $360
per day (pro rata) for panel members and $499 per day (pro rata) for the Chair . The Chair
position rotates around the panel.
