has identified as being active in the Research Science and Innovation (RSI) space.
Extreme Weather Research Database:
In response to the recent severe weather in New Zealand, the RSI sector is undertaking research activities to support
response and recovery efforts. To ensure that the RSI sector is well-coordinated, able to share ideas and work
together, the New Zealand Research Information System (NZRIS), led by the S&I team at MBIE, is coordinating a
central source of data about extreme weather research and funding.
The database is a work-in-progress data set primarily intended for researchers to find out what research is
happening and to make connections, and for communities to understand the research response, where it has been
directed, and to use research findings where applicable. The S&I team is undertaking this work on behalf of the RSI
sector, and the data collected aligns with standards set by NZRIS, so that once NZRIS is up and running, this
information can be incorporated into our national system.

How to include data:
If you are a researcher undertaking extreme weather-related research or an organisation funding such research, we
would appreciate your contribution to the database. We have made it easy to submit data through a secure online
submission form administered by MBIE. If you have any questions or need assistance in completing the form, please
do not hesitate to contact us at [email address]
To create a submission, please use the following link: Create a submission
How to update data:
Updating an entry in the database is also easy. You can use the same form you used to submit your initial entry,
select ‘Updating an existing record in the database,’ and follow the prompts from there. This will allow you to
update your records, such as by adding Local Output IDs to include research outputs. If you are updating an existing
entry, you will need to know your database submission ID, which can be found in the database itself once it is
published. Your submission ID can be found in the first column of the database and will begin with ‘EWRD-P-’
followed by four numbers.
Spreading the word:
It is important that we reach the right people to contribute to the database, we encourage you to spread the word
by forwarding this email to any other organisations or individuals that you know would be interested in contributing.

Context Regional Science Managers hui
Once a month, we hold a Regional Science Managers Hui where we come together with the science managers of the North-Island
Extreme Weather Event (NI EWE) affected regions. This was set up after Cyclone Gabrielle to share information around response and
recovery, and to engage. It is now extend the invite to all regional science managers and used as an opportunity for the researchers within
the EWRP/MBIE NI EWE funded projects to share/present/discuss some of their work and/or initial outputs.
The Hui is an informal gathering with usually one or two research related presentations, followed by Q&A. Generally, we have between 4-
10 people attending and the hui is optional to attend depending on your interest in the topic and availability.

- What does the IAG update on retreat mean?
o IAG has clarified that they will insure existing customers for now.
o They gave a signal that they might not insure new customers who buy cat 2 houses.
- Belinda encourages councils to ask for clarification. However, it is likely that private insurers will give limited
information on what this means/what the impact will be.
- How does insurance work? Refresher
o Climate change is shifting the hazard probability
o Insurance insures rare events. As the hazards shift and become more probable insurance is likely to
move with this shift in the distribution.
o Insurance premium is calculated based on annual expected losses (Annual Exceedance Probability X
damage function X asset value = Annual Expected losses)
o Your premium is based, primarily, on the Annual Expected losses for each hazard. When premiums
go up it is connected to this formula because the hazard probability is increasing.

What data do the insurers use for their modelling?
o They are likely absorb all data available. House by house data can be expensive to gather so up until
now insurers have made assumptions.
o Major Endeavour that has been funded and is three years in (out of their five years of funding). They

o RMS Data (has some limitations)
o Limited data in NZ on flood modelling

Is there a standard for flood modelling?
o No
o If the private insurer reinsures its flood risk, the reinsurer will require more information on the risk
o After major events if there is enough of a shock they (private insurers) might reassess risk
- There is quite a lot of flood modelling but it is very regional specific. Some really good information has come
out of this (Top Net). But is there potentially a conflict between national flood mapping and the detailed
regional mapping?
o Partly what the 5 year flood Endeavour is doing, setting a standard national wide.
o It might not be as detailed as regional modelling but it would be available for all councils and central
government policy makers.
o National lower resolution models trade-off vs more detailed local council data
o Fine for pricing as long as the insurer doesn’t decide on no insurance, that needs to be a decision of
the council. Or at least a joint decision with councils and insurers
o Concerns from councils that private insurers can make a decision on land purpose without involving
the council.
o Insurers have no obligation and there is no mechanism in place that prompts insurers to work
together with the councils.
- How is flood risk or other climate risks different from earthquake risk?
o Earthquakes more regional less house specific
o Whereas with flooding, if you are on the bottom of the bowl you are most likely to get flooding
o With seismic risks, we are learning more but the risk is not changing (much)
o Climate risks are changing and in some cases the risks are changing fast.
- How about public insurance?
o Belinda presented a table with calculations of annual expected losses with a change in return period.
It shows that the size of subsidy with a public insurer would to be quite sizable and expensive,
especially when there is limited ability of councils to prevent building and living in hazardous
locations.
o Can these numbers be more publicly available? It would be good for councils to have these numbers
when discussing development with developers.
o Equity issue as well.
