May I kindly ask how did you make the public aware to attend these mentioned events,
what sort of channel you have used? Are there any more events you intend to org anize
in 2024 ? If so, please provide the name of intend event and how you plan to make the
public aware the event.

the list of name that invitation were sent to? How did you choose the list of individuals?

In addition to the events listed above, the Department delivered a state memorial to recognise
the passing of Dame Cath Tizard on 17 June 2023. While this was a unique event, recognising
the intention of your query we have added it to the list of events where RSVP information has
been sought under your OIA request and can advise it was advertised as below:

Are there any more events you intend to organize in 2024? lfso, please provide the
name ofintend event and how you plan to make the public aware the event.
The 2024 calendar for commemorative events has not been finalised, therefore the
Department is refusing this part of your request under s18{e), that the alleged document to
contain the information requested does not exist or, despite reasonable efforts to locate it,
cannot be found.

Appendix B for the guest lists for the Anzac Day National Ceremony, Dame Cath
Tizard Memorial, Armistice Day, and the Coronation Tree Planting (Parliament).
The Department is withholding some of the information under section 9(2)(a) of the Act, to
protect the privacy of natural persons, including that of a deceased natural persons.
I have considered whether the above grounds for withholding the information under section
9 of the Act are outweighed by other considerations which would make it desirable, in the
public interest, to make that information available. In this instance, I do not consider that to
be the case.

The Department does not hold the guest lists for the Anzac Day Dawn ceremony, Ataturk
Wreath laying, or the Coronation Tree Planting main event at the Auckland Domain.
Therefore, we are refusing part of your request under section 18(e) of the Act, that the
document alleged to contain the information requested does not exist or, despite reasonable
efforts to locate it, cannot be found.
4. How did you choose the list of individuals?
For each event organised by the Visits and Ceremonial Office (VCO), there are regular
interagency meetings that take place, and a guest list is part of the agenda. The agencies that
are involved may vary from event to event, dependent on the nature of the event.
VCO will work with each agency to develop their guest list. This may involve consultation with
the agencies to discuss who they plan to invite. Once the guest list has been created, it goes
to each agency for approval. VCO then issue invitations to those on the guest list.
Examples of agencies that may be involved in the process are:
• Ministry of Foreign Affairs and Trade
• Department of the Prime Minister and Cabinet
• Ministry for Culture and Heritage
• New Zealand Defence Force
• Associations linked to specific commemorations (e.g., Merchant Navy)

removed). Publishing responses to OIA requests increases the availability of information to
the public and is consistent with the purpose of the Act to enable effective participation in the
making and administration of laws and policies, and to promote the accountability of Ministers
and officials.
