Thank you for your email of 5 November 2023 regarding paused funding for active transport projects.
Waka Kotahi has not paused funding for any activity class from the National Land Transport Fund (the
fund). Investment decisions about the fund are made in line with the Government’s priorities and
objectives set out in the Government Policy Statement on Land Transport (GPS).
We have paused funding managed under the Climate Emergency Response Fund (CERF)
Programme, which includes the Transport Choices programme. This programme is funded directly by
the Crown and decisions on it rest with Ministers rather than with Waka Kotahi NZ Transport Agency.
In line with the conventions of operating in a caretaker Government period, Waka Kotahi NZ Transport
Agency has therefore paused making any further CERF Programme funding commitments with
councils and other Approved Organisations for both the Transport Choices programme and VKT
Reduction planning work until we receive clear direction from the incoming Government on its
transport investment priorities.
We have informed affected council partners and we will provide further updates as we receive
direction from the incoming Government.
