Official Information Act request: Alcohol Regulatory and Licensing Authority
Thank you for your email of 1 November 2023 to the Ministry of Justice (the Ministry)
requesting information about the management of the webpage for the Alcohol Regulatory
and Licensing Authority (the Authority). Your request is being managed in accordance with
the provisions of the Official Information Act 1982 (the OIA).
Specifically, you have asked:
1) Who is responsible for the webpage
"https://www.justice.govt.nz/tribunals/arla/register-of-licences-and-certificates/"?
2) Specifically its contents (spreadsheets).
3) Why is there (as at 1/11/23) no visible entry for Nexus Bar and Café of Bridge Street
Tokoroa? In business since 2019 and trading today.
4) Who audits/validates that all spreadsheets are accurate and up to date?
5) How often are they validated with the responsible licensing authorities to ensure
accuracy? 6) Who in the Ministry is responsible for this?
While the Ministry provides administrative support for courts, tribunals and authorities, these
judicial bodies operate independently from the Government, Ministers, and their officials.
Therefore, I am providing you with some general information that you may find useful.
The Secretary of the Authority is responsible for the set up and maintenance of registers of
licences, managers’ certificates, and applications, according to section 65 of the Sale and
Supply of Alcohol Act 2012 (the Act).
The Secretary of each District Licensing Committee (DLC) is responsible for maintaining
records of applications filed and for sending copies of every application and decision to the
Secretary of the Authority, according to section 66 of the Act. Based on the records supplied
by DLCs, the Authority updates and publishes their register on the Ministry’s website
approximately every three months. If an application and decision cannot be found on the
register, it may not have been sent to the Authority from the DLC that received the
application.
Because DLCs maintain their own records of applications and decisions, you may be able to
find these on their respective websites. The most recent decision on the Nexus Bar and Café
application can be found on the South Waikato District Council website:
southwaikato.govt.nz/our-services/environment-and-health/alcohol-licensing/district-
licencing-committee-decisions.
If you require any further information, please contact Ministry of Justice Media and Social
Media Manager Joe Locke at [email address].
Please note that this response, with your personal details removed, may be published on the
Ministry website at: justice.govt.nz/about/official-information-act-requests/oia-responses/.
If you are not satisfied with this response, you have the right to make a complaint to the
Ombudsman under section 28(3) of the OIA. The Office of the Ombudsman may be
contacted by email to [email address] or by phone on 0800 802 602.
