Thank you for your email of 26 October 2023 to the Ministry of Business, Innovation and Employment 
(MBIE) requesting, under the Official Information Act 1982 (the Act), the following: 
 
“I would like to know the difference in RV 2021 and other Resident Visa class for 
employment purpose? 
 
While applying for jobs, application has options of Permanent Resident only and no 
other resident visa options. 
 
I hold RV 2021 and applied in role at MBIE. My application was not taken to next level 
as I do not possess appropriate visa 
 
Please inform the difference in resident visas and policy for differentiation between 
resident visas.” 

 
Our Response 
 
The 2021 Resident Visa is a residence class visa that grants the same work rights as permanent residence 
visas. Permanent residence visas do not have travel conditions and have no expiry date, while residence 
class visas are normally issued with travel conditions. For more information please refer to the links below:

MBIE requires staff employed in some of its business groups to hold permanent residency of New 
Zealand or New Zealand citizenship. People working for Immigration New Zealand (INZ), or people who 
have access to INZ’s systems, where they are engaging with the immigration regulatory system to 
obtain a New Zealand visa, present an inherent conflict of interest.
