As per email sent to you on 31 October 2023 by the Department of Internal Affairs (DIA), your request 
for information made under the Official Information Act 1982 (the Act) on 19 October 2023 and refined 
on 24 October 2023, was transferred on 31 October 2023 from the DIA to the Ministry of Business, 
Innovation and Employment (MBIE), namely, for the following information: 
 
 “- Information relating to the 2022/2023 amendments, for the time period of January 2020 - 
January 2023 
- any NZBORA advice in relation to the original Freedom Camping Bill/ Act” 
 
MBIE’s Ministerial Servicing team contacted you on 1 November 2023 and 6 November 2023 asking you 
to clarify and refine your request as it is very large in scale as currently framed. Since we have not 
received your reply and clarification, I am refusing your request under section 18(f) of the Act as the 
information requested cannot be made available without substantial collation or research. 
 
However, MBIE has proactively released all of its policy papers, Cabinet papers and research related to 
the recently introduced freedom camping legislation. These documents can be found at Further
