OIA: 1318856 – The number of enrolled domestic tertiary students vs the number of student 
allowance recipients since 2000 

Thank you for your email of 10 October 2023 to the Ministry of Social Development (MSD) 
requesting the following information:  
What is the number of enrolled domestic tertiary students vs the number of student 
allowance recipients over the past 23 years since 2000, including numbers and relevant 
percentages - preferably in a table. 

Your request was transferred to the Ministry of Education (the Ministry) for response and has been 
considered under the Official Information Act 1982 (the Act).  
Table 1 below provides the information you have requested from 2000 to 2022.  
Please note that: 
  The count of domestic students relates to domestic students enrolled at any time during the 
calendar year. This excludes industry training, non-government-funded private training 
establishments, formal courses of a week or less, and all non-formal learning. 
  In line with the Ministry’s data protocols, the domestic student count has been rounded to 
the nearest multiple of five.  
  The number of loan and allowance recipients since 2020 has been randomly rounded to 
base three in accordance with MSD’s privacy protection policy.
