Thank you for your request to Kāinga Ora – Homes and Communities, dated 9 October 2023, which
was made through t
he www.fyi.org.nz website. You requested the following information under the
Official Information Act 1982 (the Act):
“OIA documents to date, specifically email dated 7th June 2023 from Giles Tait states section 4
of the Kahu report was removed.
In the stream assessment Appendix 7 of the Teitei resource consent, only one ephemeral
waterway was identified on Waterway A. Waterway B is mentioned on page 16 as Intermittent
stream, potentially permanent and this mentions the snowmass section (dark blue line) and the
additional stream inputs from Turoa vil age which goes into this same dark blue line. The only
mention of this light blue line is that it is very overgrown, however we were able to access the
line blue line from Cordyline Pl end and after heavy rain there was no water detected for quite
a distance into the thatch.
1./ Please provide the report section 4 that was removed from the draft?
2./ Please advise who added the light blue line on page 16 of the report?
3./ Please provide any further documents or information that relates to this blue line, be it
emails, texts social media, notes, etc.
4./ Please provide all communications between KO and Kahu for this project, as not all
communications are available in the existing OIA public release.”
On 9 November 2023, Kāinga Ora extended the due date for the response by 20 working days due to
substantial collation and consultations necessary to make a decision on the request.
I wil answer each of your questions in turn.
1. The report has been published in full, which includes section 4, and can be found in the Resource
Consent documents on our website at:
Teitei Drive : Kāinga Ora – Homes and Communities (kaingaora.govt.nz). I am therefore refusing
this part of your request under section 18(d) of the Act, as the information requested is publicly
available.
2. The report was prepared by Kāhu Environmental Ltd (Kāhu). Kāhu was responsible for the report
and its contents.
3. We could find no further documents relating to the “blue line” in the report. The light blue line has
been included as an existing characteristic in flood and overland flow path assessments dating
back to the commencement of the project, including early feasibility assessments and has been
built into the proposed design accordingly, including proposed sketches for a masterplan. We have
no explicit instruction for the blue line to be included as it was always there and supported by due
diligence, such as the Survey Plan produced by Cheals in December 2022. It was not added but
accommodated in the development of the masterplan.
It should also be noted early planning of the Teitei Drive site utilised data that was available
through the Horizons Regional Council’s flood mapping tool, on which this overland flow path
appears. This tool was commissioned after the heavy floods of 2004, prior to discussions
regarding the development of the Teitei Drive site getting underway and is freely available online.
4. Communications with Kāhu up until 15 June 2023 were included in the response to the OIA
request, dated 26 September 2023 on our website at:

Please find attached additional correspondence after that date with Kāhu. Some information is
withheld under the following sections of the Act:
• 9(2)(a)
to protect the privacy of natural persons
• 9(2)(b)(ii)
to protect information where the making available of the information would be
likely unreasonably to prejudice the commercial position of the person who
supplied or who is the subject of the information.
I do not consider the withholding of the information is outweighed by public interest considerations in
making that information available. Please also note the report referred to in an email of 22 June 2023
is the final report, as published.
