I refer to your official request of 6 September 2023 for information about the Waimakariri District
Council's loans with the New Zealand Local Government Funding Agency Limited. Accordingly,
we can advise as follows:
Question 1:
What is the list of loans that the WDC has applied for and or received under
the LGFA shareholder agreement?
Response 1:
Please refer to Attachment A for a list of the Council’s loans with the New
Zealand Local Government Funding Agency Limited.
Question 2:
What are the cashflow transactions, debits or credits, for each of those loans?
Response 1:
Please refer to Attachment A for a list of the transactions for each of those
loans.
Question 2:
In respect of Local Government Act 2002 S14 1a(i) & (ii), 1f and 1fa(i) and (ii),
what is the specific document, data and or evidence that complies with s10
1(a), in the decision to what these loans have been applied for?
Response 1:
The Council does not take out separate loans for each activity. Instead, the
external loans are managed for the Council's cashflow. All the work done by
the Council is aimed at meeting the needs and priorities of its community as
identified during consultation with communities, especially during the Annual
and Long-Term Plan consultation processes.
The Council is committed to conducting its business in an open, transparent,
and democratically accountable manner. Hence, the majority of Council
meetings are open to the public to attend. Also, Council’s strategic
documentation, including strategies, policies, and all Annal and Long-Term
Plans, are accessible via the Council's website at https://www.waimakariri.
govt.nz/your-council/council-documents.
During consideration and approval of the Council's annual budgets, which are
included in the Annual and Long-Term Plans, elected members weigh up the
various services to be provided against the investment required to provide
these services in a bid to keep rates as low as possible. The Agendas and
Minutes of the Council meetings where the annual budgets were considered
are also accessible via the Council's website.
