Tēnā koe Simon
Thank you for your correspondence of 30 August 2023 to the Ministry of Business, Innovation and
Employment (MBIE) requesting, under the Official Information Act 1982 (the Act), the fol owing:
Please provide all Standard Operating Procedures, calculation templates and other staff guidance
as to how to calculate whether a Sponsor or Sponsors earn sufficient income to meet the thresholds
for Parent Resident Visa sponsorship per Immigration Instructions F4.35.
This should include calculation formulae and/or algorithms for:
* Salaried employment
* Self-employment
* Other income
* A mix of salaried employment, self-employment and other income.
It should also traverse how time periods are dealt with and income apportioned owing to the
different income thresholds during the periods set out at F4.35.5.1(b), and the need to determine
eligibility in 2 out of the last 3 years before a Parent Expression of Interest is selected from the Pool.
I am writing to advise you that MBIE has decided to extend the period of time available to notify you of a
decision on your request under section 15A(1)(a) of the Act, as the request necessitates a search through
a large quantity of information and meeting the original time limit would unreasonably interfere with the
operations.
As such, a proper response cannot reasonably be made within the original time limit. MBIE will notify you
of a decision on your request no later than 4 October 2023.
If you wish to discuss any aspect of your request or this response, or if you require any further assistance,
please contact
[email address].
You have the right to seek an investigation and review by the Ombudsman of our decision to extend the
time limit. Information about how to make a complaint is available at
www.ombudsman.parliament.nz or
freephone 0800 802 602.
