Covid-19 Protection Framework: Enrolling international PhD students 
Kia ora 
 
In collaboration with Immigration New Zealand, we have approved an extension to the exemption for enrolling 
international PhD students, with no current end date. This will enable Immigration New Zealand the time required 
to assess new visa applications and allow impacted learners to continue studying overseas whilst they wait for the 
appropriate visa to be granted.  
 
The one addition to the exemption, is that impacted learners must have submitted a visa application to Immigration 
New Zealand to be eligible. We expect enrolling TEOs to verify the visa application. 
 
The relevant FAQ on our website will be updated next week and will be available here.
